Summary
The article adopts the framework of complexity theory in order to properly describe the mechanism underlying processes of “innovation”. The question this paper aims to answer is: “Can social networks facilitate innovations to bridge the seemingly insurmountable chasms that separate local solutions from broad system transformation?”. In other words, how complex systems help the diffusion and cross-scaling of innovation? The article presents the strategies adopted in the Public sector to deal with complexity, which focuses on outcomes that are demonstrable and measurable, collaboration, co-ordination, decentralization, self-organization and the establishment of adaptive capacity. It presents these strategies, by showcasing the Romanian healthcare system, seen as a major social innovation attractor in the country.

The paper is relevant for Complex Systems Knowledge as it provides new insights on how innovation is produced and cross-scaled. Complexity theory demonstrates that innovation is not just a matter of luck or the exclusive fruit of brilliant men. It is a process encompassing multiple variables and systems, in which small changes can make a difference. In this scenario, Complexity Theory provides a framework to understand how innovation is fostered and produced, providing insights on how to manage it.
