Summary
This article is concerned with the spatial characteristics of wind speed statistics in Portugal. The aim of the study is to define statistically homogenous regions and analyse the probabilistic moments, wind power density, percentiles and extreme values within each region. Campos & Soares begin the article by discussing the study of marine wind speeds and offshore wind energy production. They then discuss the input data related to wind speeds in the area as well as the initial statistics of wind speed. A Geographical Information System (GIS) graphic representation of wind speed statistic is presented in figures 1 – 11.

Campos & Soares continue to analyse the wind speed statistics in the various regions using regional frequency analysis, using L-moments, regionalisation, estimation of Weibull distribution parameters, and obtaining extreme quantiles.
Relevance for Complex Systems Knowledge
This study is relevant to the energy systems topic. It utilises the TIS approach to analysis and further adds to this collection of publications. However, it does not offer any particularly useful information to systems thinking or complex systems knowledge, nor does it add to the reimagining of teaching at HEIs.
Point of Strength
The paper could be utilised as example of TIS analysis in action for a wind energy project.

The paper may be relevant to further studies that intend to utilise L-moments, regionalisation, estimating Weibull distribution parameters, and obtaining extreme quantiles.
